The State of France - IV

You know the French, and especially Parisians, have problems with their dogs' droppings. They are unlikely, if not completely reluctant, to clean behind their dogs.

Well, near Montmartre, the residents have apparently found a solution: Coca Cola.

Especially the poster warning the French that their little pets' dejections could result in a 'amende', a fine! I've been here nearly 15 years and I've never seen or heard of a cop warning anyone or fining anyone in the street unless it was a parking violation.

The other day, He Who Never Obeys Me and I stopped by an ATM machine for a little cash. He Who could hardly go through with it - the wall under the ATM was drenched in urine and the place reeked.

He Who said that the stains on the wall were too high up to be that of a or several dogs.

I've seen drunks and homeless people here urinating on churches in plain view of other people. No one stops them.

Why would anyone try to stop a dog from dirtying a sidewalk, eh?

Indeed! There are dogs'droppings everywhere in the streets of French big cities.
That is a French specificity ... not the best one!

I know this Coca-cola-dropping-collector. I live not far from it. Unfortunately, it does not have a significant effect.

Yes, Carine, that is the only one in the neighbourhood. At least, the only one I know.
Even Coca-cola cannot do anything against French uncivil dogs'owners, then it is a desperate case!

Milan, I got a proposition for you...
A - very French - solution would be to nationalize dogs. Then a comrade would plan the amount of droppings per dog, and any comrade in charge of dog (i.e. a dog master) would have to respect the plan.
Comrades in charge of public works could plan a progressive replacement of streets by huge gutters, with comrades in charge of dog droppings streaming inside the gutters.
That very simple system could obviously lead to prosperity, as it'll create a lot of jobs: gutter construction, dog dropping streams control and treatment, checking the gutters have a little slope so they can evacuate, controling the dogs, controling the comrades in charge of dogs, and so on. Moreover, as the evil polluting streets will be replaced by glorious ecological dog dropping gutters, a lot more of workers will be needed in order to achieve the work that is presently done by comrades authorized to drive a car, therefore the employment would rise very fast. And, as the Party thinks about everything, the sanitary situation will lead to a 30% death rate close to major gutters, that would lead to a constant 10-30% job growth...
Nationalization of dogs is the ultimate solution to achieve the Workers' paradise!


Or else, one could assume people are responsible in cleaning what their dog make.

But in a socialist system everyone is equally responsible. So in the case of France, first, you'd have to divide it equally into about 60 million pieces . . .
