Et ma conviction est que l’Europe de la défense ne progressera pas si nous ne changeons pas de comportement politique au sein de l’OTAN. Depuis que je suis ministre de la Défense, je constate que, alors que nous sommes les meilleurs élèves de l’OTAN — tant par notre participation budgétaire, qui représente 11 % de la dépense totale, que par nos contributions régulières et significatives aux générations de forces —, nous sommes trop souvent ceux qui chipotent et qui barguignent, comme si nous voulions donner le sentiment de vouloir empêcher l’OTAN de se transformer.

... Jamais, à mon sens, nous ne ferons progresser l’Europe de la défense si nous ne clarifions pas notre position dans l’OTAN. C’est ma conviction profonde. Car pourquoi voudriez-vous que nos partenaires perdent confiance dans un système qui a assuré la paix depuis 50 ans pour un système qui n’existe pas encore ?

[I am convinced that a common European Defense policy cannot progress unless we change our political behavior in NATO. Since I have been Defense Minister, I have been able to observe that whereas in NATO we are the best students in the class -- in terms both of our budgetary contribution, which represents 11 percent of total expenditures, and our regular and significant contributions to NATO forces -- we are too often those who quibble and vacillate, as if we wanted to give the impression that we want to prevent the transformation of NATO.

... In my opinion, we will never make progress in building a European defense policy if we do not clarify our position in NATO. This is my profound conviction. Why, after all, should you expect our partners to lose faith in a system that has guaranteed peace for 50 years in favor of a system that does not yet exist?]

Much that M. le Ministre has to say in his address still reflects the grand 19th century nationalist thinking so dear to Fifth Republicans. But there are also signs of the slow turn in the French worldview.

Reality is catching up to France. And the rhetoric is changing, which signals that the thinking already has.
